What should I budget for popcorn ceiling asbestos removal in Ottawa?

Published prices for popcorn or textured ceiling removal where the material contains asbestos run $6 to $12 per square foot, against a general asbestos removal range of $8 to $15 per square foot (published Ontario contractor prices, read in September 2026). Before any number makes sense, though, the ceiling has to be tested and the contractor has to assess it on site.

Testing comes first. Health Canada advises hiring a professional to test before renovating. A pre-renovation inspection with asbestos sampling runs roughly $250 to $1,300 depending on the size of the building and the number of samples taken. Under O. Reg. 278/05, a bulk sample is considered asbestos-containing material at 0.5 per cent or more asbestos by dry weight.

Once the lab result is back, the contractor decides the Type on site. Ontario's asbestos regulation classifies work as Type 1, Type 2 or Type 3, and the classification turns on two things: whether the ceiling texture is friable and how much area is being disturbed. The regulation's no-splitting rule in section 12(5) means the total area worked consecutively in a room counts as one job, even if the work is broken into smaller sessions. A contractor cannot legally call a large ceiling a series of small jobs to land in a lower Type. What the contractor finds when they look at the material and measure the area determines the Type, and that determination changes what they must do by law, which is part of what you are paying for. Ask for the Type in writing before work starts.

For Type 3 work, which applies when more than one square metre of friable asbestos-containing material is disturbed, the employer must notify a Ministry of Labour inspector before commencing, every worker must have completed the Asbestos Abatement Worker Training Program, and every supervisor the Asbestos Abatement Supervisor Training Program. A clearance air test under section 18 of the regulation is also required after Type 3 work. That test runs about $300 to $800 (published prices, September 2026). We found no clearance test requirement in the Type 1 and Type 2 sections of the regulation, though you can ask for one in the quote.

Waste disposal is part of the job. Ontario Regulation 347 requires asbestos waste to leave the site only once a disposal facility has agreed to accept it and has been told when to expect it. Ask the contractor which facility they have arranged and confirm it is included in the quote.

A few other things belong in any written quote: the Type the contractor has assigned, the training credentials of the workers and supervisor for that Type, where the waste goes, and whether the clearance air test is included or priced separately. Search the contractor's current WSIB clearance online before signing. Under the Consumer Protection Act, 2002, a contract signed at your home is a direct agreement, and you have 10 days to cancel it after receiving the written copy if the total exceeds $50; check the current rules, as that Act is due to be replaced.

When you have two written quotes side by side, the most useful thing to line up first is the Type each contractor has named for your ceiling, because a difference there means they are not pricing the same scope of work.
