Ottawa's older housing is the reason this site exists. Health Canada says that before 1990 asbestos was mainly used for insulating buildings and homes, and lists older materials such as plaster, drywall and spackling, floor and ceiling tiles, siding, roofing felt and shingles, and insulation around hot water pipes and tanks. Ontario's own guide says sprayed-on material and pipe and boiler insulation were widely used until 1973, and many other asbestos products until the mid 1980s. Health Canada adds that vermiculite insulation may contain asbestos, and that a home built before 1960 probably contains lead-based paint. Many homeowners meet all of this in the middle of a renovation, when a wall is already open.
The rules are specific to Ontario. O. Reg. 278/05 sorts asbestos work into Type 1, Type 2 and Type 3 operations, and the Type decides what the contractor must do: for Type 3, notice to a Ministry of Labour inspector, workers and a supervisor who completed the approved asbestos abatement training, and a clearance air test at no more than 0.01 fibres per cubic centimetre. We found no Ontario licence for an asbestos abatement or mould remediation company. The regulation's owner duties do not apply to an owner-occupied home, but a contractor you hire is still bound by it, and asbestos waste may only go to a disposal site that has agreed to accept it. None of that is explained on a contractor's quote, so we explain it here.
