Cost of a designated substance survey before a Nepean renovation?

Expect roughly $250 to $1,300 for a designated substance survey in published Ontario contractor prices read in September 2026, depending on the size of the building and the number of samples taken.

What the survey covers and what drives the cost

A designated substance survey identifies which of the 11 substances listed in O. Reg. 490/09 are present at a project site. Those substances include asbestos, lead, silica and mercury, among others.

Under section 30(1) of the Occupational Health and Safety Act, before beginning a project an owner must determine whether any designated substances are present and prepare a list of them. Section 30(2) and 30(3) require that list to be shared with any prospective constructor before a binding contract is signed. Section 30(5) makes the owner liable to the constructor and any contractor or subcontractor who suffers loss from a designated substance the owner ought reasonably to have known about. How section 30 applies to a home the owner lives in is not settled; Ontario's guide says the section applies to owners of residential properties who undertake projects, but O. Reg. 278/05 exempts an owner-occupier from the regulation's owner duties. If you are unsure whether section 30 applies to your renovation, ask the contractor or the Ministry of Labour.

A fair quote for the survey should spell out how many bulk samples will be collected, which materials are being assessed, which lab will analyze them, and what the written report will include. Ask whether the quote covers all suspect materials in the scope of your renovation or only a subset, because a partial survey can leave gaps that create problems when contractors are pricing the work.

We found no City of Ottawa permit required for the survey itself or for abatement work in Nepean. A demolition needs a building permit from the City of Ottawa.

Once you have the survey report, verify that the contractor you hire to do any abatement work has current WSIB clearance, which you can search online. For Type 3 asbestos work, the contractor's workers must have completed the Asbestos Abatement Worker Training Program and the supervisor the Asbestos Abatement Supervisor Training Program, as required by section 20 of O. Reg. 278/05.

If any suspect material has already been disturbed during early demo or prep work, stop the work, leave it alone, and have a professional test it before anything continues, which is what Health Canada advises.
